IRC [15:49] <tekbasse> in 4.x, cleanup isn't as clean for cases where maxthreads = minthreads
IRC [15:51] <tekbasse> sometimes a thread doesn't release.. and then another.. etc.. finally unresponsive. When max > min, it forces cleanup of other threads.. I don't know the details just that it works (or me =)
