- Install perl (if you're on a sane Linux (or Cygwin) system you'll have this already, of course)
- Run the program:
cpan
- Let it configure the defaults (just hit Enter)
- Then make sure you can install it globally by running the following (notice the lower-case "O" at the start, which is part of the command):

o conf make_install_make_command 'sudo make' o conf commit
Now you should be able to use it freely, for example:
install Clipboard
